Despite the presence of multiple naval strike groups, the actual number of vessels capable of intercepting and boarding ships was shockingly limited. The vast waterways of the Persian Gulf and Gulf of Oman simply overwhelmed the available enforcement capacity.

At best, only a fraction of maritime traffic could be intercepted.

At worst, most of it flowed freely.

Iranian vessels adapted quickly. By staying within their territorial waters—zones that foreign naval forces were unwilling to breach—they effectively neutralized the blockade’s intended impact.
