An innocent 11-year-old girl and her father became unintended victims of a chaotic shooting in a Hallandale Beach, Florida, McDonald’s parking lot on June 27, leaving a bullet permanently lodged in the child’s head.

Dora Belen Rivera and her father, Oscar Roman Miron, were waiting in their black SUV with two younger siblings (ages 2 and 5) while the mother went inside to collect their food order. Surveillance footage captured the horrifying moment when 18-year-old Ralph N-Kosi Blue, arriving for his shift at the restaurant, allegedly opened fire on another man he believed was threatening him. Bullets ripped through the family’s vehicle, striking Rivera in the head and Miron in the hip.

The family had no connection to the dispute. “Oscar and his family became innocent victims of a senseless act of gun violence,” a GoFundMe page set up by relatives stated. Miraculously, the two toddlers in the car escaped injury.

Both victims were rushed to the hospital. Miron was treated and released, but young Dora underwent emergency surgery and remains in stable but serious condition at Joe DiMaggio Children’s Hospital. Doctors determined that removing the bullet could cause more damage, so it will stay lodged in her head for now as she faces a long recovery.

Blue fled the scene but was arrested two days later. He faces two counts of aggravated battery and two counts of aggravated assault. He is being held without bond in Broward County Jail and has been fired from his job at McDonald’s.

The restaurant’s operator expressed devastation: “Our thoughts are with the father and young daughter who were injured… The individual reported to be involved is no longer employed at our organization.” The GoFundMe has raised over $12,000 to support the family’s medical expenses.

In a poignant hospital bedside interview, Dora expressed gratitude for surviving: “It feels like I have another chance.” The incident highlights the devastating impact of stray gunfire on bystanders in everyday settings.
